   2006 Regional Travel Time Study - Report from Carter Burgess  
 

The primary purpose of this year’s 2006 Travel Speed Study was to expand on the 2003 effort to cover more of the network and to develop a trend for those previously included. The area encompassed by the Corpus Christi MPO is currently within air quality attainment levels.

For this 2006 study, the MPO contracted with Carter & Burgess to collect roadway characteristics and field-measured travel time and speed data for use in calibrating and validating the regional transportation model. However, in addition to collecting this vital information, Carter & Burgess was able to expand the scope of the study without increasing the cost to include a larger sample of roadways, a major GIS enhancement, digital video, percent stops at intersections, and congestion index (% of posted speed).

Through the methodology developed and the additional data assembled, the data collected in this study has a variety of additional uses. Because the information is all housed in the GIS system, queries can group data by area for use in individual planning processes. The database can be used for background information for signal timing projects, signing and pavement marking projects, school zone issues, and other transportation related projects.

   Access Management Study - Report from BWR & Goldston Engineering, Inc.  
 

The Corpus Christi MPO has developed a congestion management system (CMS) for the metropolitan area.  One of the CMS strategies is addressing capacity improvements through access management techniques.  The Corpus Christi MPO commissioned an Access Management Study on the Everhart Road Corridor from South Staples to Saratoga Boulevard.  The study analyzed options to alleviate traffic congestion along the corridor.  The City is using the Everhart Road Corridor Study recommendations to update the “Manual of Driveway Design and Construction Standards” and to support the construction of two back access projects in the shopping areas along South Padre Island Drive (SPID).

   Regional Public Transportation Coordination Study  
 

The Coastal Bend Council of Governments - Regional Public Transportation Coordination Plan has been produced to respond to the need of improving the delivery of services in an environment of increasingly constrained revenues.  It also responds to the State of Texas and Federal regulations.  The Texas House passed H.B 3588 which contains a new transit planning requirement focused on filling service gaps and eliminating overlaps in service.   Each area of the state is required to have a plan.  There was no guidance on how the plans should be developed, what should be in them or who should be involved.  Subsequently a statewide study group was formed to guide the regional planning process.  This group determined that there should not be any requirements for how the plan should be developed, the planning horizon, nor what should be in the plan.  Recommendations were made regarding the regional service study area (i.e. each Council of Government area would produce a plan).

It is necessary for metropolitan planning organizations (MPO) to maintain an accurate, up to date regional transportation model in order to conform with State and Federal regulations for air quality and transportation projects. MPO’s update And calibrate their models using current information on the roadway network, area development, and other relevant characteristics such as travel time and speed data.

The primary purpose of this year’s 2003 Travel Speed Study was to calibrate and validate the regional planning model. A secondary purpose was to identify trends in congestion and travel time in order to identify problem locations for possible improvements.

   Everhart Road Access Management Study Addendum  
 

This documents HDR’s analysis of the conceptual median access plan that was developed for the Everhart Road corridor between Saratoga Boulevard and Staples Road for the Corpus Christi MPO.

In the development of the access plan a median was assumed to extend the entire length of the Everhart Road corridor between Saratoga Boulevard and Staples Road, except where access is recommended.  As a guideline, the Florida Department of Transportation (FDOT) Access Management Standards were used to develop the median access plan.  The FDOT standards recommend a full-access median at a spacing of one every half-mile and a directional median at a spacing of one every quarter of a mile.

   Freight and Hazardous Materials Movement Study - Report from Olivarri & Associates, Inc.  
 

This report summarizes the results of data collection and compilation for the Corpus Christi Metropolitan Planning Organization’s (CCMPO) study to assist decision makers in developing a freight transportation infrastructure that enhances safety, security, efficiency, and economy within the Corpus Christi Metropolitan Planning Area. Part of the impetus and background for this report are two previous studies: Texas Metropolitan Mobility Plan: Breaking the Gridlock, prepared by the Texas Department of Transportation, and Texas Metropolitan Mobility Plan – Breaking the Gridlock, prepared by the CCMPO.

Executive Summary: The study was conducted in order to assist area decision makers in developing a freight transportation infrastructure that enhances safety, security, efficiency, and economy within the Corpus Christi metropolitan planning area.

   Traffic Safety Study - Report from Technology Solution Providers  
 

The Corpus Christi Metropolitan Planning Organization (CC-MPO), in its efforts to develop a regional information system, initiated this study to determine the availability of off-the-shelf software to collect, store and analyze traffic accident data collected within the Corpus Christi metropolitan planning region. This study is being conducted for the Nueces and San Patricio counties, and will focus on the cities of Corpus Christi and Portland, and the Department of Public Safety.

   Everhart Road Corridor Study - Report from HDR  
 

The purpose of the Everhart Road Corridor Study is to develop short-range recommendations for improvements that will improve safety and traffic operations within the corridor and help to enhance economic growth. The study also provides recommendations for connections outside of the right-of-way in order to reduce the number of short distance trips on the arterial. The short-range recommendations are based on implementing enhanced access management principles, an evaluation of historical crash data and an operational evaluation of the corridor using an arterial simulation model. Long-range strategies and recommendations have been developed concerning the development and implementation of access management policies, regulations and design criteria. These long-range strategies can be used to better plan for potential redevelopment of the Everhart Road corridor and for other new/developing corridors.

   Bicycle & Pedestrian Plan - Report from Wilbur Smith Associates  
 

The study was to provide the region with a plan for creating an environment where people could choose to bicycle or walk to their destinations and provide recreational opportunities for walking and bicycling to encourage a healthy and active lifestyle. The Plan would provide guidance for the development and implementation of an interconnected network of designated on-street bicycle facilities as well as off-roadway trails and sidewalks.

   Job Access and Reverse Commute (JARC) Transportation Plan  
 

The Job Access and Reverse Commute (JARC) Transportation Program was established in 1998 as part of the Transportation Equity Act for the 21st Century (TEA- 21). The purpose of the JARC Transportation Program is to provide a framework for the coordination and development of projects that will enhance transportation needs of two specific groups: welfare recipients, temporary assistance recipients and other low-income individuals, and  persons with disabilities.

The South Loop Transportation Study task was included in the Fiscal Year 1999 Unified Planning Work Program to study the development trends to the south of the Oso Creek and prepare planning recommendations to reserve the right-of-way(s) based on the findings of this study. The Corpus Christi Metropolitan Planning Organization (MPO) covers 348 square miles which includes the cities of Corpus Christi and Portland, counties of Nueces and San Patricio. The City of Corpus Christi is growing steadily towards the South and North West of the city which is putting pressure on South Padre Island Drive (SPID), IH 37, and other roadways linking these areas to other parts of the city. The north and east periphery of the city is surrounded by the Nueces Bay and the Corpus Christi Bay. The major portion of the land on the north side, between IH 37 and Nueces Bay, is occupied by the heavy industry which leads the residential growth to the South and North West of the city. 

To accommodate the traffic increase, a road network with a loop system is required to alleviate pressure from SPID, IH 37, Crosstown, and other arterials. As cities expand, a network of loop system evolves: 610 Loop, South Loop, and Beltway in Houston and 410 and Anderson Loop in San Antonio. To comprehend such need in Corpus Christi and to reserve the needed right of way an analysis of issues and study is required. The Technical Advisory Committee formed a Technical Subcommittee comprised of the members of the MPO, City of Corpus Christi, Nueces County, and the Texas Department of Transportation to formulate recommendations based on this study.

The Transportation Equity Act for the 21st Century (TEA-21) has continued the efforts started through the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) that require metropolitan areas to identify pedestrian walkway and bicycle transportation facilities in the Metropolitan Transportation Plan.  The Act identifies funding for bicycle and pedestrian facilities.  The identified funding includes sources that have previously been dedicated exclusively to road projects.  The intent of TEA-21 is clear:  Alternate modes of transportation and travel are to be considered, analyzed, planned for, and implemented.
