    The MPO has submitted the federal certification review notebook to the review team in Austin. The material documents the planning process over the last four years and provides information on current activities.

    The Federal Review Team arrived in Corpus Christi to officially meet this morning with the Corpus Christi MPO,  TxDOT-Corpus Christi District, and Stakeholders. Today's schedule will begin with:

    1. Introductions and discussion of the certification review schedule.
    2. Discussion will go into three focus areas for most of the morning. These focus areas are: MPO Agreements, Roles, and Responsibilities, Eight Planning Areas of SAFETEA-LU, and Public Participation and Performance Measures for Title VI.
    3. Following a lunch break the certification review will open afternoon discussion on two new focus areas which are: ITS Regional Architecture and Congestion Management Process (CMP) and Four-Step Travel Demand Modeling for MPO.
    4. The Federal Review Team will interview Mayor David R. Krebs, City of Portland. Mayor Krebs is one of  seven voting members on the Corpus Christi MPO Transportation Policy Committee.

    The Federal Review Team, Corpus Christi MPO, and TxDOT-Corpus Christi District evaluated all thirteen "focus areas" on May 6 (Day 1).
     
    On May 7 (Day 2), the federal review team interviewed San Patricio County Judge Terry Simpson (MPO Vice-Chairman) before the scheduled Transportation Policy Committee (TPC) meeting at Corpus Christi City Hall. The TPC meeting was an opportunity for the public to provide comments on the MPO's transportation planning process, there was positive public feedback received. Following the TPC meeting the federal review team interviewed transportation policy committee member Mayor Henry Garrett, City of Corpus Christi (this was Garrett's final TPC meeting as mayor of Corpus Christi. Newly elected Mayor Joe Adame will represent the City of Corpus Christi on the TPC). 
     
    The Federal Review Team will conclude its certification evaluation this morning (Day 3). The morning schedule involves an internal meeting between the review team (Federal Highway Administration, Federal Transit Administration and TxDOT (Austin) representatives. Following their internal meeting the federal review team will present their initial findings to the MPO, TxDOT-Corpus Christi District, and other stakeholders present. These proceedings are currently on going. The Corpus Christi MPO will make the federal review findings available to the public.

    Public comments via email or paper form concerning the Corpus Christi MPO's transportation planning process will close June 8. The Federal review team email and mailing address are located on this page (right column). We encourage public comment.

    On June 4, 2009, the Federal Highway Administration (FHWA) staff will summarize their "certification review" findings and recommendations to the Transportation Policy Committee (TPC).

    The Corpus Christi MPO has received the U.S. Department of Transportation's (FTA/FHWA) Certification Review Draft Report. The full report is available for viewing at the Corpus Christi MPO office, located at 5151 Flynn Parkway, Suite 404 in Corpus Christi, Texas 78411.

    Mr. Kirk Fauver with the Federal Highway Administration (FHWA) presented "certification review" findings to the Corpus Christi MPO Transportation Policy Committee (TPC) and attending public during the June 4th, TPC meeting in Portland, Texas.
       
    "Based on the desk audit and the public listening session, the MPO is in very good shape. The MPO has improved in terms of communications and interactions with the public and with the other communities in a complete and open manner. Mr. Niskala and his staff have done a great job in bringing the MPO up to this level and have improved their website to be user friendly making it easier to navigate through the website. The closing public comment period is on June 8th. If anyone would like to make any additional comments, they can be included in the report. The MPO has done a tremendous job that is worthy of commendation".

Purpose of the Certification Review

Consistent with Federal Statutes 23 U.S.C 134(i)(5) and 49 U.S.C 5305(e), the primary purpose of a certification review is to formalize the continuing oversight and day-to-day evaluation of the planning process. The certification review process ensures that the planning requirements of 23 U.S.C. 134 and 49 U.S.C. 5303 to 5305 are being satisfactorily implemented. In essence, the certification review process is a valuable opportunity to provide advice and guidance to a Transportation Management Area (TMA), defined as an urbanized area with a population over 200,000, for enhancing the planning process and improving the quality of transportation investment decisions

About the Corpus Christi MPO & Transportation Planning Process

It is important that the MPO membership is made up of locally elected officials of the cities and counties within the urbanized area. Other appointed officials include the Chairperson of the Regional Transportation Authority (RTA) Board, the Chairperson of the Port of Corpus Christi Authority (PCCA) Board, and the District Engineer of the Texas Department of Transportation.
